Civil Engineering

Our team of licensed Professional Engineers and Certified Floodplain Managers delivers cost-effective solutions for municipal, state, and federal projects. Services span from feasibility studies through construction, with expertise in hydrology and hydraulics analysis, water / wastewater, pavement design, and regulatory compliance with USACE, TCEQ, TWDB, and FEMA standards.
Architectural Design
Full-spectrum architectural design from programming through construction administration for educational, municipal, medical, commercial, industrial, and federal facilities. Our registered architects leverage Revit/BIM modeling and sustainable design practices to create functional, code-compliant buildings. Expertise includes new construction, renovations, historic preservation, ADA compliance, windstorm design, and LEED design. Notable projects include police stations, fire stations, city halls, convention centers, libraries, and healthcare facilities.
Structural Engineering
Expert structural engineering for horizontal and vertical construction including buildings, bridges, levees, marine structures, and retaining walls. Our team provides design, analysis, inspection, and assessment using software including STAAD Pro, Enercalc, RAM, among others. Specialties include blast-resistant structures, progressive collapse analysis, foundation design, underwater structural inspections, and rehabilitation of aging infrastructure. We perform structural, forensic, windstorm inspections, and ASCE-compliant waterfront facility assessments.
Grant Services
End-to-end grant administration from application through closeout for federal and state funding programs including FEMA, CDBG, TWDB, TDA, GLO, USDA, and EDA. Our engineering and grant administration team have secured and managed over $100 million in funding for water, wastewater, drainage, and community development projects. Services include grant writing, procurement management, compliance documentation, labor standards monitoring, quarterly reporting, environmental reviews, and fair housing requirements.
Federal Services
Proven track record delivering projects for U.S. Army Corps of Engineers, Department of War, USDA, GSA, Department of Homeland Security, and U.S. Customs and Border Protection. Our team includes personnel with specialized knowledge of Unified Facilities Criteria (UFC), antiterrorism/force protection requirements, LEED certification, and historical preservation standards. We have successfully managed $200+ million in concurrent federal programs with excellent performance ratings.
Aerial Mapping & Survey
State-of-the-art geospatial services utilizing FAA Part 107 certified drone pilots, LEICA Aibot UAV systems, and advanced LiDAR technology. Capabilities include topographic surveys, digital terrain modeling, boundary surveys, ALTA/NSPS surveys, bathymetric surveys, utility mapping, and high-resolution 3D point cloud generation. Data processing performed with Pix4D, Leica Infinity, and ReCap software. Non-disruptive methods allow inspection of roofs, building facades, and structures without crane access.

ICE provides comprehensive environmental assessment and planning services to support infrastructure development across South Texas and beyond. From preliminary reviews to full NEPA documentation, our team helps projects stay compliant with federal, state, and local regulations while minimizing risk and delays. We offer Phase I and II Environmental Site Assessments, Environmental Assessments (EAs), and support for Environmental Impact Statements (EIS). With experience in federally funded projects and coordination with agencies like EPA, TCEQ, USACE, and USFWS, we help secure the approvals needed to keep projects moving forward.
Inspections & Reporting
International Consulting Engineers delivers rigorous inspection and reporting services that protect client investments from construction through long-term operation. During construction, ICE provides on-site observation, materials testing coordination, and contract administration to ensure compliance with plans and agency requirements. We maintain detailed documentation, including daily reports, pay applications, and project closeout records. For damaged or failing infrastructure, ICE conducts forensic inspections to determine cause, extent, and repair costs. Our reports support insurance claims, FEMA funding, litigation, and capital planning. Whether in the field or after an incident, ICE provides the expertise and documentation projects depend on.
Construction & Construction Management
Comprehensive construction management and inspection services ensuring projects are delivered on time, within budget, and to specifications. Services include daily field inspections, progress monitoring, submittal and shop drawing review, change order management, pay application verification, quality control oversight, schedule tracking, and record drawing development. Our USACE-certified Construction Quality Managers provide three-phase inspection protocols from preparatory through final completion.
